taskmgr.exe (Task Manager) can spawn a real Explorer window via "Open file location" on a running process.

Try Example
File Explorer GUI

  1. Press Ctrl+Shift+Esc to open Task Manager

  2. Right-click a process (e.g., Notepad) > Open file location

  3. Explorer opens at the process executable's folder

Mitigations:

  • User education; limit local admin where possible
